a posable way to have a proxy that is dificult to block

i do not know much about internet filter sub-systems but there is soft ware that will change your ip daily (or when ever) so if a proxy site changes its ip every day the filters might not block it.
Again i am not certan, because every network has a tempory ip and a perminant one. gues which one can be changed.
the site might not even be able to be accesed when the ip is changed. but hey its jus an idea
